    Hi dear,

    In Cell-PCH , the UE‘s current cell is known to the RNC. If the RNC wants to exchange data with the UE, it only needs to page the UE there. If the UE changes the cell, it must perform a cell update. Also periodical cell updates can be requested by UTRAN. To perform updates, the UE must change to the CELL_FACH sub-state.

    Now, If the UE is in the CELL_PCH and moving fast, a lot of cell updates have to be performed. URAs are a combination of one or several cells under one C-RNC. URAs may overlap, i.e. a cell may belong to several URAs. If UTRAN wants to transmit something to the UE, it must page the UE within the URA. The UE is responsible for URA updates – when it changes the URA – and periodic URA updates – when required by UTRAN.

    So in this way UTRAN doesn't need to keep cell level information on an UE.

    In the other hand you must know the reason of these nes states :

    The RNC and core capacity is changeling with signaling storm risks which is caused by the quickly growing smart phones in 3G network. When the application is in use, sometimes the user is doing
    nothing at all. (For example, waiting for message coming when using MSN).
    During the time described as above, UE will send “Heart Beat” message to inform the AP server that the application is still on.
    To solve this risk, 3G RAN part can enable Cell-PCH to reduce the signaling load and meanwhile, reduce the SPU and GOU board load.

    what is the actual use of this state to end user and to the RF optimization ,so complex URA planning then RA planning then what we get is nothing .any idea do this state really help in reducing Processor Load in RNC (Mp,Dc,Cc,Pdr)

    UE in CELL_PCH have a lower resource requirement than UE in CELL_FACH, but cannot
    transfer uplink data. Only downlink CBS and MBMS services are possible. The RNC tracks the
    location of the UE on a per cell basis and paging type 1 messages can be forwarded to individual
    cells using a DRX cycle. UE complete cell reselection for intra-frequency, inter-frequency and
    inter-system mobility. UE are identified by their U-RNTI.
     URA_PCH is similar to CELL_PCH except the RNC tracks the location of the UE on a per URA
    basis rather than on a per cell basis.
