    Red face TCH congestion and block rate in GSM system

    dear all
    regarding to differentiation between a congestion and blocking scenarios, i see from signaling there is a difference between these two scenarios since if we care about KPIs .
    the congestion rate should happen from early stages of SDCCH attempt so the channel activation non acknowledge message will sent to BSC because BTS didn't find a resource, wile in blocking rate the acknowledge message will sent but BSC will send Imm ASS reject since there is no dedicates resource.
    from this introduction i can say:
    a congestion will happen in just radio capacity issues, wile a block will happen in radio capacity or any other causes such as HW problems.
    generally speaking i see that form Radio point of view we should consider the Congestion issues for SLA KPIs not blocking rate.
    so any guy can share with me please.

    If there is TCH congestion with little traffic. Check the whether all channels are defined as PDCH with no preemption
